Title: what controls the lay?

When making rope, I understand the direction of the lay is controlled by the direction of twist.  I do wonder, though, what makes one rope lay harder than another?  Is it the weight of the sled, making a tighter twist before the rope is allowed to lay up?  Anybody have any references on how that works?
