There is no functional 'nipping loop' in this structure.
A fundamental component of all Bowlines is a nipping loop - the absence of which indicates that it is something else.
The over-under-over 'carrick' type weave prevents any free action of the nipping loop to grip and compress the legs of a 'collar'.
And, it is difficult to see any collar structure (per the standard#1010 Bowline).
I am unclear as to how this structure is deserving of the title 'Bowline'
