two loops in a noose?

Oops, I edited my post before refreshing. I need the water knot centered below the cord, pulling up vertically. The sailor's hitch looks like it would pull from the side, not the middle, but I will try it.

If you need the cord dead center on the knot, you could open up the webbing's water knot a little to insert the cord through the center of the knot and then execute a Gnat Hitch.
I would just make sure that you tie the Gnat Hitch on the spine of the Water Knot where the parts tuck, and not on the belly of the Water knot where there is no tucking.

You can connect the two ends by using a Bowline or something similar. Then, you have one standing end.

You might try the Bull Hitch, with the loops either side of the Water Knot the pull is through the centre using only one of the standing parts (ie leaving one standing part relatively short). It rather depends on how much strain you want to put on the 5mm cord.

Rather, join the tail to the SPart --make an eyeknot,
thus. This seems like a good solution, in the way it
holds the water knot although I'm unclear on
what "hold the webbing open" criterion. Actually,
the "holding" of the knot in this way will tend to bring
the webbing together; making a prusik hitch around
the knot would be better.
This sounds like some sort of rockclimbing use (i.e., the
materials & knots --tape w/water knot & 5mm cord); is it?
What is suggested above might be known to you, thus,
as a "girth hitch" (but for "bull" you have a full wrap
around the two legs).
